Bumpy skin for 1 year, dermatologist is stumped (ANY ADVICE APPRECIATED) [Skin Concerns] | Kr Laser

My skin used to be so smooth. For the past year, I’ve had face bumps that have gotten worse. This started before the pandemic, so it can’t be due to face masks. It started on my left cheek, but it has spread to all over my face. They’re not pimples, just a very bumpy texture all over.
My doctor tried to treat it like acne, so we used benzoyl peroxide (which I had a bad reaction to), tretinoin (didn’t work), and Teva-spironolactone for hormonal acne (also didn’t work).
I went to see a dermatologist who told me that it wasn’t acne, because the bumps would come and go quickly. She told me to try using a simple skincare routine (cerave hydrating cleanser and pm lotion), which didn’t work. We tried azealic acid, which caused pimples and didn’t work. I also got tested for fungal acne, but it came back negative. The dermatologist thought that it might have been caused by allergies, but then decided against it.
I’m at a loss. Any advice would be appreciated because I feel so stressed out. Even my dermatologist is stumped…
I was able to use any moisturizers or cleansers, but now I can’t because my bumps get worse after I use anything. I’ve also tried salycilic acid face washes, glycolic acid, aquaphor, etc.
Current routine (AM & PM)
Cerave hydrating cleanser
Cerave PM moisturizer or Keihls gel moisturizer
